Well, they don't like people just jumping in as a "character" to interact with the campers. So you couldn't be 'Riku' and stalk them, but you could use that account and be audience-y.
You certainly could. I don't know Sora-mun's personal preferences towards interacting with audience member though. Some campers don't mind, some get annoyed. I'm sure there's a note in Sora's LJ somewhere about it.
... I personally have fun stalking Naruto, Sasuke, Itachi and Neji. Especially with my icons. Bu that's because I know them. XD! And I'm the one that accidentally started the running gag that Sasuke is secretly a furry.
