It's a new thing LJ did called "loyalty pics". If you have a paid account, you earn like 1 icon slot for every 3 months of paid time and it adds up to... 32 loyalty pics total so far. ♥ It's pretty cool. You should check your userpics to see if they bumped up your limit, too.
