FLAWLESS VICTORY!
As I was sitting here, innocently tapping away, a librarian-type person came walking by. She looked at me, looked at my laptop, then stopped at the end of the table I'm sitting at and crouched down. She fiddled with something that I didn't know what, then went on her way. Now, as my battery is at 27%, I went to see what the librarian fiddled with.
Lo, and behold! She unscrewed/unlocked the metal cover on the floor and underneath it is AN OUTLET. I knew that the little gold covers on the floor (spaced rather randomly and mostly far away from me) had to be some sort of outlet or LAN plug, but when I kicked at one (scuffed at it really because I didn't want to kneel down), it was firmly closed. But, ha! I am so glad the librarian ANTICIPATED MY NEEDS.

Studying now, really. Or maybe not because apparently someone doesn't realize this is a library and thus has their music-playing device up so loud that I can hear it, and I don't even know where the person IS. Sounds staticy and crappy.
