Actually, for me, the mood is set more with tone than with content. Amarican music today just doesn't do it fore me. the artists keep adding in all the moaning and heavy breathing, and I think it ends up ruining the mood more than setting it.
I tend to gear more toward low rumbling, but strong masculine voices. That's why most of my mood music is Japanese. the content, again, doesn't matter, especially when you don't know what's being said. Just take the tome and let your mind supply the details. I like listening to stuff by Oshitari's seiyuu or Roy Mustang's seiyuu because of that. I'll also mention Gackt here, because his music is a real mood setter for me, especially Vanilla.
Of course, there are some english songs which are the exception: The Calling - Unstoppable Savage Garden - Universe, and Carry On Dancing(my number one fav song of all time) Janet Jackson - All For You Puddle Of Mudd - Control Korn - Beat it Up Right
